The Independence of the Federal Public Service Council And Its Role in Administrative Reform

The public service is considered a sacred trust and a service to the community. Therefore, it should be organized by a specialized professional body that selects qualified individuals to achieve the primary goal of serving the public interest. This necessity calls for an organization with specific powers and responsibilities as defined by the constitution, and it should enjoy sufficient independence to ensure its neutrality and to be unaffected by any negative pressures that could impact its performance of duties. This justifies the re-establishment of the Federal Public Service Council in Iraq under the constitution. To be responsible for public service affairs in accordance with the requirements of the public interest and considerations of fairness among competitors for public positions in the country. However, the council’s independence does not mean a lack of cooperation and coordination with the executive authority, which is considered the highest administrative body in the state, as administrative organization considerations require it. The new organization of the council has been constitutionally established in response to the principles of democracy that underpin the current political system in Iraq, and within independent bodies, relying on financial and administrative independence in order to build human capacities that serve the community based on the principle of equality.
