The refugee phenomenon is one of the most prominent issues facing the international community due to its significant humanitarian impacts, which require all units of international society to unite in order to confront the resulting repercussions, whether related to addressing the motives behind the increasing numbers of refugees around the world and urging countries receiving refugees to comply with the rules of international law regulating the cases and rights of refugees, which are included in international agreements, especially the 1951 Convention, as well as in the texts of international human rights law and international refugee law.
The aim of this research is to study the phenomenon of refugees at the international level and to clarify their rights and duties, in addition to studying the rights and duties of the countries receiving them, with reference to evaluating the asylum situation at the current stage and clarifying the extent of the commitment of the receiving countries to the legal rules regulating the conditions of refugees.
Through the research, it becomes clear that there are shortcomings in the international agreements that deal with refugees, in addition to the shortcomings in the treatment of the countries receiving them.
