A center called the Legal Aid Center shall be established at the High Commission for Human Rights, which shall have a legal personality. The center shall have a council called the Legal Aid Council, which shall be responsible for developing plans and programs to ensure the provision of legal aid in a comprehensive manner. Priorities in the field of free legal aid shall be determined based on available financial resources, planning and managing the legal aid system and monitoring its provision to those covered. Supervising and following up on securing the requirements for legal aid, including legal aid to raise awareness of constitutional and legal rights, procedures for enjoying them and guarantees for their exercise, providing legal advice. Writing petitions, regulations and requests. Representation before courts and other bodies: Contracting with lawyers for the purpose of providing legal aid to those covered by this law shall be in coordination with the Bar Association. Those covered by this law who are covered by the Social Protection Law: Residents of nursing homes and orphanages. People with disabilities and special needs. Victims of war operations, military errors and terrorist operations. Victims of electronic blackmail, widows, divorcees and others with limited income and no breadwinner.
