Evaluation of Public Policies by Parliament Under Morocco’s 2011 Constitution: An Analysis of Institutional Constraints and Their Impact on the Performance of Public Services - A Comparative Approach

The function of parliamentary evaluation of public policies acquires increasing importance in modern democratic systems, as a constitutional mechanism to improve public performance and enhance the principles of good governance, transparency, and accountability. In the Moroccan experience, the 2011 Constitution formed an essential milestone by recognizing a new function for parliament embodied in evaluating public policies, alongside legislation and oversight, reflecting the shift toward consolidating a more effective parliament in tracking the impact of public programs and policies. Comparative experiences, especially in France, Canada, and the United Kingdom, reveal the importance of parliamentary evaluation in developing public utilities' performance and guiding public decisions on the basis of efficacy and linking responsibility with accountability, through creating specialized committees and mechanisms for expertise and tracking.
