Dr. Mohamed El Ghouati is a Qualified Associate Professor of Public Law, specializing in Public Finance, at the Faculty of Legal, Economic, and Social Sciences (Salé), Mohammed V University in Rabat, Morocco. He possesses a distinguished professional and academic background that bridges executive public administration with rigorous legal research, having previously served as an Administrator at the Moroccan Ministry of Interior (2013–2018). He earned his Ph.D. in Public Law and Political Science with highest honors (2017) and obtained his University Qualification (Post-Doc Degree) in 2022 from Mohammed V University, alongside a Specialized Master’s degree in Legislative Drafting and Parliamentary Action. Dr. El Ghouati's core research and teaching expertise lies in the legislative procedures of finance bills, constitutional law theory, constitutional judiciary review, and territorial governance. He has authored foundational reference books, including Actors in the Legislative Procedure of the Finance Bill, and published dozens of peer-reviewed papers in top-tier regional and international journals, such as the Arab Journal of Political Science (Center for Arab Unity Studies, Beirut) and the Journal of Law (University of Bahrain). Furthermore, he is an active member of the Public Law and Political Science Laboratory at Mohammed V University, a member of the editorial and review board of the International Journal of Economic Studies in Berlin, an expert reviewer for the International American Academy for Higher Education, and a coordinator of numerous national and international conferences, alongside supervising and examining dozens of postgraduate theses.
