Professor Dr. Muhammad Hamid Abd

Prof. Dr. Mohammed Hameed Abd Al-Wuhaili is a Full Professor of Public Law, specializing in Criminal Law, and currently serves as the Dean of the College of Law and Political Science at Al-Iraqia University, Iraq, as well as a member of the Committee of Deans of Law Colleges in Iraq. He earned his Bachelor of Laws (2002) and his Master’s degree in Criminal Law (2007) from Al-Mustansiriya University, followed by a Ph.D. in the Philosophy of Criminal Law from the University of Babylon (2015).

Professor Al-Wuhaili boasts a distinguished career in academic governance and legal administration within the Iraqi higher education sector. He previously served as the Director of the Legal Affairs Department at the Headquarters of the Ministry of Higher Education and Scientific Research (MOHESR), Associate Dean for Student Affairs at Al-Iraqia University, and Coordinator of both the Academic Promotions Committee and the Postgraduate Studies Committee at Al-Mustansiriya University. He teaches advanced courses in criminal law for undergraduate and postgraduate programs and has supervised and examined numerous Ph.D. dissertations and Master’s theses. His research portfolio includes over 15 peer-reviewed papers published in prominent Iraqi and regional journals, complemented by active participation as a keynote researcher in international conferences across Egypt, Serbia, and Turkey.
