Investment has become an urgent need in light of economic openness and the legislative changes that are taking place. Therefore, countries have sought to take the necessary means to provide the necessary requirements to attract investors, as they have given the private and foreign sector the opportunity to play their role in economic development, where simplicity in the procedures and facilities granted to the investor has played a suitable environment.
In view of the lack of clarity in the legal framework of the rules governing the investment of state funds and real estate, and the specificity of these funds in relation to the investment environment in Iraq. However, there are attempts to keep pace and benefit from the experiences of the countries that preceded it in this field, despite the legal difficulties they face to reach the progress and development that those countries have reached, and accordingly (the legal regulation for investing state funds, an analytical study of the system No. 6 of 2017, our topic for our research, which aims The research aims to shed light on the competent authority in investing state funds and real estate, the measures taken by it, and the adequacy of the competencies granted to it by the investment laws of the competent authority to achieve the desired goal of approving protection, as well as searching for the best means approved by comparative laws.
