Abstract

 The Iraqi army was reconstituted after the US occupation on April 9,2003,in
order to be able to guarantee the democratic transition in the country, and reduce
the risks of a return to dictatorship. To achieve this, the armed forces had to be
placed under a civilian leadership that is not politically aligned and represents all
the blocs that oppose the concept of Sunni Arab domination of the army. The Bush
administration's decision to demobilize the Iraqi army and dissolve all security
institutions contributed greatly to the emergence of a state of great recklessness
in the security situation, and the situation may continue to do so in the future
